Background:
The Consul Publius Cornelius Scipio, on hearing that Hannibal was traversing the territory of the Mediterranean Gallic coast en route to Italy, diverted his army, destined for Spain, to Massilia (Marseilles) in an effort to intercept the Carthaginian invader. He was too late however. Hannibal had crossed the Rhone River 3 days before the Consul's arrival there.

Scipio sent his main army on to Spain and returned to Italy with a small escort. He took command of the army stationed in Cisalpine Gaul which included two double legions and several thousand allied Celtic auxiliaries. Moving rapidly to confront the invader, he considered the circumstances. He knew little of the strength of his opponent and his colleague, the Consul Sempronius Longus, was en route from Sicily to reinforce him. These factors made delaying any engagement seem prudent. On the other hand, Hannibal's army had to be in terrible shape after crossing the snow-covered Alps, and the Celtic tribes (including his own auxiliaries) might go over to the Carthaginians if they sensed Roman hesitation or weakness.

Thus, Publius decided to lead his cavalry and velites to confront the Carthaginians immediately. After a 15-day crossing Hannibal had arrived in northern Italy. He had 12 000 African infantry, 8 000 Iberian infantry and 6 000 cavalry. Many of the elephants had survived. The survivors were emaciated, exhausted, and without supplies, having lost most of them in the mountains. Obtaining supplies wherever he could, Hannibal rested his men. Hannibal had entered Italy between the Insubres and a Ligurian tribe called the Taurini, after whom the Romans were to name their later colony of Turin.  The two tribes were at war; however, momentarily, Hannibal's army was in no position to intervene. The Taurini were not friendly to Carthage. After the army's recovery, Hannibal offered them peace by formal alliance. When it was refused, he surrounded their chief settlement, levelled it and executed all his opponents. This act of terror was effective in securing a nominal alliance with the other Gauls, but it caused the immediate announcement of his presence throughout Italy, rendering further surprise impossible. Next, Hannibal looked for a victory to secure the confidence of his new found allies. Both Scipio and Hannibal were astounded by the speed with which their opponent had arrived in North-Italy. It had been too fast for the Roman reinforcements and Scipio decided to confront Hannibal with the army at hand. When scouts informed both commanders that the enemy was nearby, the generals decided on the same strategy: a reconnaissance in force to test the opponents' strength. Arriving on the battlefield within striking distance, Scipio placed his Celtic auxiliary cavalry in his first line, supported by his velites. A second line was composed of all his Roman and allied Italian cavalry. Hannibal countered with a single line, Carthaginians and Iberians in the centre and the Numidian light horse on the flanks. When Hannibal's Iberians charged, the velites panicked and routed straight back. The main cavalry ranks then fought until the Numidian cavalry performed their planned envelopment and attacked the rear. The Roman cavalry broke up into small groups, with some dismounting and fighting as infantry. Scipio himself was wounded and soon found himself surrounded. It was in this setting that the consul's 18-year-old son, the future Scipio Africanus, proved his martial mettle and rescued his father, although one source attributes the deed to a Ligurian slave. Although a small engagement, Ticinus River demonstrated the superiority of the Carthaginian cavalry at the beginning of the Second Punic War. It would prove devastating to the Roman armies that set out to confront Hannibal.
